DIRECTOR OF COUNCIL SERVICES/TOWN CLERK

Proper Officer and Responsible Financial Officer
Salary Range  (LC4 – SCP 50 to LC4 – SCP 54 – pending national pay scale review)

Calne is a market town, one of seven key towns in the north of Wiltshire with a population approaching 20,000.

The Town Council, has 19 Councillor seats covering four wards, employs 29 members of staff and has 35 CCTV volunteers.

The Town Council has an annual Precept requirement of £1,331,656 against a projected total budget requirement of £1,434,858 in 2022/2023. The Council holds reserves for projects and CIL funds. The Director of Council Services will lead and work alongside the Management Team, Deputy RFO and administrative and maintenance staff.

The Director of Council Services is the Proper Officer to the Town Council and is responsible for advising the Council on its functions, ensuring that all statutory functions of the Council are complied with.

The Director of Council Services is also Head of Services and is responsible for implementing policy decisions of the Council, for all staff employed by the Council and for the overall management of the physical assets and services of the Council.

The Director of Council Services is the Responsible Financial Officer and is responsible for overseeing all financial dealings of the Council, as well as the prudent management of its financial assets

We are proud of our community events and the range of services we provide including the Beversbrook Sports and Community Facility and work closely with the Calne Area Board to jointly fund and commission services.

This vacancy comes at an exciting time for Calne Town Council, with some important projects already in the pipeline and a well-established platform to provide a wider range of services to its local residents, often working in partnership with other organisations.

With all this in mind, Calne Town Council is looking for the right candidate to take the organisation to its next level of development in an evolving town, building on the strong base created over the last five years. That person will be required to oversee the significant and exciting projects and to steer the Council through the still-turbulent waters caused by the Covid-19 pandemic and to prepare for the impact of devolution of services. In addition to a salary range commensurate with the role, a generous pension package is also offered.

Applicants should ideally have experience of Local Government, including formal Committee work, implementation of Council policies, the provision of advice and guidance on statutory and legislative matters, and in providing financial management support, ensuring adherence to the Town Council’s Financial Regulations.

The successful post holder must be CILCA qualified.

Our Director of Council Services, Jeannette Young, is leaving her role at the end of March 2022 and the Council wishes to recruit her replacement in good time to ensure a seamless transition.

VACANCY – MATERNITY COVER
EVENTS & WEDDING OFFICER – 37 HOURS
Starting Salary £20,903 (national pay award pending) SCP 9

In Calne we are proud of our community events and are looking for a creative and enthusiastic person to provide maternity cover for this important role from March 2022.
Working full time with occasional evenings and weekends to support events and weddings for which time off in lieu will be awarded.

Purpose of the role:

To assist the Town Council with the organisation of events, some solely for the Town Council, others for the community of Calne, to assist with effective marketing of the Town Hall to increase bookings and to promote Beversbrook and the Town Hall as a perfect setting for special occasions such as weddings, family events and Christenings.

Key activities:
• To organise under supervision Town Council annual events such as the Winter and Summer Festivals and Firework Display.
• Introduce new ideas/features/attractions to keep the community engaged and attendances high.
• Ensure that all events meet Wiltshire Council Licence requirements and to carry out risk assessment and write and update Event Management Plans.

Ideally you will have experience in delivering community events and may hold an IOSH Health and Safety qualification or be willing to undertake relevant health and safety training.

VACANCY

TOWN GROUNDS STAFF TEAM MEMBER
Full Time 37-hour week
Starting Salary £19,698.00 per annum at Scale Point 6

Can you demonstrate a proven track record of working in grounds maintenance, pitch maintenance, horticulture and/or general maintenance? A clean full driving licence is essential.

You will be working between 06:00-18:00 Monday to Friday at times to suit the business and approximately 2hrs Saturday am on a rota basis.

The Role:

To be part of a proactive team and carry out as directed by the Operations Supervisor tasks of routine horticulture, groundsman, maintenance and security on all sites and premises under the control of the Town Council.

Calne Town Council are pleased to be able to offer Kickstart Scheme placements at Beversbrook Sports and Community Facility and at Bank House

o Kickstart Sports Facility Grounds Staff  – to carry out tasks of routine groundsmanship, horticulture, maintenance and security on the site and to provide occasional cover for the town grounds team.

o Kickstart Bookings and Administration Officer – to provide an effective and efficient administrative service to support bookings and hire of space at the Beversbrook Sports and Community Facility and to provide reception and administrative cover at the Visitor and Community Information Centre at Bank House.
